HELP what is this Marvel characters name!?

Alright so I got this marvel toy from when I was a kid and im 15 so it wasnt that long ago, but anyways. Its a a blue bulk toy with red blocks of red, about 5 inches? just guessing. It has a white face a blue dark smile, looks like it might have white wire braids.. it has a cannon that you can use from its right hand. to sholder cannons and when you push the back his chest pops open to reveal two cannons inside. I think he came with wings in the back. it has this written description on its bottom left foot. ” 1997 Marvel toy biz,inc Made in china. please help i want to know his name lol
