What educational toys are available for children with sight problems?

I am the friend of a mother with two girls. They were born prematurely, weighed a kilo and had to stay in an incubator for some time. The mother said that light affects the eye. One had surgery and is walking without assistance. The other can walk on her own but must take his time. Some people listen to the sounds s and to find your address. Christmas is coming and I want to give anything but a stuffed toy. In February three years and will be ready for preschool. No preschool for the visually impaired in my area, and the mother can not now move to an area with one because there is a long waiting list. Are there any suggestions for appropriate educational toys. I know you like the music because they can sing and "fight" when it came to my keyboard. There is a sister who is three years in the house to buy a keyboard, there will be more disagreement.I doubt they can afford both, unless a reasonable price. Are there other Suggestions?
