I want to give little gift bags for Christmas, but…?

I want to give my cousins little gift bags for Christmas (ages 6-16) but they were raised giving and getting lots of big expensive gifts, and they aren’t like regular kids. For example, the 7 year old refuses to be treated the way he acts, which is 3, and is more interested in tools, and destroying things than toys. And the older girls raise goats, parrots, tarantulas, fish, and chickens. What would I put in little gift bags? I was thinking (for girls) maybe nail polish in their favourite colors, and a pair of toe socks, and for the boys, some toy soldiers, a magnifying glass, and a compass, but I’m not sure. I don’t want to seem like I don’t care, especially after everything they got me last year. I just think Christmas is about more important things, and also, I was raised very thrifty. Any ideas welcome. Thanks!
