Could someone help me with sewing doll/toy clothes?

I have questions specifically about the measurements, as I can sew. When you’re writing your own pattern, once you take the measurements, how do you translate it to a pattern? Like for the waist, do you take the circumference, divide it in 2 (or you could just take the diameter, I suppose) and make the torso width that wide? Am I on the right track? What about necklines and sleeves… I could use some help with that, too. Thanks for reading! Have a blessed day!
